The sales of the existent ALL-NEW X-FACTOR collection(s) were factored into any decision about its profitability. So yes, those sales do count.
But it is just as possible to publish a collected edition at a loss as it is to do so with a monthly comic.
(Not saying that the X-FACTOR collections weren’t profitable—merely that the notion that collected editions are somehow pure money is a fallacy.)
If you by the book in whatever format, it helps. But if not enough people buy the book in whatever format, it goes away. And if a bunch of people would have bought the book in the next TPB collection, but now won’t get to because there won’t be another TPB collection—I’d expect that’s what Peter is referring to.
