In the latest issue of the Avengers Scarlet Witch offered Polaris a place in the Avengers. In the Gambit solo Rogue offered Gambit a spot. Can they do that if they aren't leading the team? I would have thought you would have to be the chairperson to do that?

Not unilaterally they can’t, no. They could propose somebody for membership, but that person would need to go through the vetting process as laid out by the Avengers’ charter.
