New Brevoort Formspring

While storylines and plot are generally the domain of writers I am sure there have been many that were originally thought up by artists, inkers etc. That being the case Is there anyway that a person outside the comic book industry can get their storyline ideas considered by a publisher and their writing teams, especially when they perhaps do not have the necessary writing skills to fully script it themselves?
