If the Cabal are willing to defend reality at all cost and are mostly made up of villains, where are Sinister, Doctor Doom, Kingpin, Leader, Zemo, Zeke Stane and Wizard? Those are all villains who have a vested interest in having a world to conquer while also having the clout to actually save it. Can the Intelligentsia make a return using some or all of this roster? I'd be surprised if they don't show up in Time Runs Out.

I think you can wait for a little bit more information before making any assumptions, yes?
