If so, when do these characters become public domain? I’d love to see those Englehart-Starlin and Moench-Gulacy classics in Masterworks or Omnibus formats.>

Yes, this is the case. And there’s no timeline on which these characters will become public domain–this is, at least at the moment, a steady-state situation.
