Will Kurt Busiek ever get to do his Avengers: World in Chains story? He's been wanting to that story since 1999 or something, has there been any discussion about it?

No, he hasn’t.
In 1999, Kurt was interested in doing that story with Carlos, but things didn’t work out. So it goes.
Since that time, he has never once brought up wanting to go back and do that story again. He’s been busy with other things, most especially ASTRO CITY.
If Kurt wanted to do WORLD IN CHAINS now, we would have a discussion and see if we could make it fit into our publishing plan. It would be relatively easy on that front. But he’s got to want to do it, and want to do it more than the other things that he’s working on that fill his time.
