Is it true that Steve Rogers never actually met Namor in the pages of Golden Age comics, since the Captain America in the All Winners Squad wasn't Steve?

I can’t think of an instance when they met in the golden age during the time that Steve would have been Captain America, apart from a text feature in ALL WINNERS COMICS.
