If Barracuda was to show up in the mainstream Marvel Universe (which I suppose is kind of inevitable at some point) would he be treated as a new or a pre-established character?

Sorry, I feel like you’re referring to something specific and for a specific reason, and I don’t quite know what it is.
If you’re talking about a character from long ago, then they’d be a character with history. Whether that history was germane to the story at hand or would be picked up on in a new story is another matter.
