In Thunderbolts, a south american crime lord doesn't recognize the Punisher despite him being right there and him wearing his suit. How well known is the Punisher worldwide among criminal circles? He's already among the world's most wanted list and has single handedly destroyed dozens of international criminal gangs (even in South America), you'd think he would be pretty famous.

Could you identify anybody who’s currently on the FBI’s most wanted list?
Admittedly, those guys aren’t as likely to be wearing a skull symbol on their chest. On the other hand, in the Marvel Universe, a lot of different people do that.
