Why did many iterations of the Sinister Six have both the Chameleon and Mysterio on the same team? Mysterio can do everything the Chameleon can do only better, so the Chameleon doesn't bring anything to the table.

I don’t believe they did. Relatively few iterations, if any, had both villains on the team together, and all of those were relatively recent.
And the reason, I’d expect, is obvious: it’s tough to get six villains of any sort together.
