Kang isn't exclusively an Avengers villain, he first showed up in the Fantastic Four, has faced the Fantastic Four many times since, is a descendant of Reed Richards' father (or Doctor Doom), and recently fused with Doom to form Doom the Annihilating Conqueror and fight the FF.

Rama-Tut first showed up in FANTASTIC FOUR. Kang first showed up in AVENGERS.
And sure, like any other long-time Marvel villain, he’s fought other people. But he’s pretty clearly an AVENGERS villain–just as Doctor Doom is clearly a FANTASTIC FOUR villain.
