Are there any dead characters that regardless of how amazing the pitch was or innovative the story could be that their resurrection story would be rejected? Like if there was an awesome story that would bring Uncle Ben back would it be shot down regardless?

There are relatively few. An Uncle Ben resurrection story wold have to be stratospherically good, to a point where I don’t necessarily think it’s possible, because bringing him back has a massive and ongoing impact on Spider-Man.
The only other restrictions might be legal in nature. So no matter how good a ROM returns story is pitched, we don’t have the rights, so we cannot do it.
