Why is Azazel being taken to Ryker's Island in Amazing X-Men? I thought the reason the Raft was closed was because it was too close to NYC and there were too many breakouts, putting supervillains in Ryker's is even more dangerous since Ryker's is also next to NYC and has an even worse track record of villains escaping, even non powered criminals escape from there all the time.
