What happened to all the prisoners in that were in the Raft before it was closed? If your answer is "they ALL escaped", that makes the initial breakout in New Avengers pointless by comparission, 42 prisoners escaped and it was a huge deal, so if they all escaped now but nobody cares that's weird.

They were all transferred to other facilities before the Raft was shut down.
