Lets say a writer needs a scene where Namor meets the Supreme Intelligence for the first time. Does he email his editor to ask if they've met before, and where? Is there a Marvel database in-house for that kind of information, or does someone just Google it?

Depends on the writer. Typically, they’ll do at least one of the above, and often more than one.
And I am the Marvel in-house database.
