I understand that its a Spider-Man story, but the absence of the Avengers and other heroes in Goblin Nation is getting really jarring. They showed up at the begining of Slott's run when octobots were attacking, and in Spider-Island. You could just hand-wave that they're fighting goblins in a different part of the city but SpOck refuses to work with them, which would keep with his character and give a reason for him to fight the Green Goblin solo.

You’ll see the Avengers again in that story before all is said and done.
But as you say, it’s not an Avengers story. And while you could hand-wave them away, that takes up valuable space that’s probably better spent developing the central Ock-Goblin conflict.
