Why do publishers seem to allow Apple. and their draconian ideas of "standards" alter what can and can not be published digitally?

It’s not a matter of allow. If you want to use somebody’s distribution channel, no matter what it is, then you need to abide by their rules, or whatever compromise you can negotiate for yourselves.
