If Cap "benching" Wolverine isn't kicking him off the team, what is it? What's the practical difference between a benched Avenger and a non-Avenger?

It’s the difference between being on the active roster and not being on the active roster. Quasar is an Avenger, and he hasn’t been with the team in years. Hercules is an Avenger. Iron Fist is an Avenger. And so forth.
