Will Avengers Undercover show us how the government and economy of Bagalia actually works? Because I have no idea who is running the place and how they make any money to pay for their army of super-villains.

You don’t need to pay them per se, you simply need to offer them open borders and a place without extradition where they’ll be welcome despite any nefarious activity.
