How many issues are usually done or in the process of being done before the first issue is released? or does it depend on the creative team? Could you give a ballpark average?

Depends on the series and the creative team. In some cases, almost one issue is done, in others, there are many. Typically, though, when #1 is on sale for you to read, #3 is being drawn, and #4 is probably scripted.
