How much leeway do editors have to approve new titles? If a writer pitches an ongoing series starring a super-obscure character with no track record of selling well, can an editor greenlight that, or does it have to get by Axel? What hoops would a writer have to jump through to get his or her craziest idea for a series greenlit (assuming the characters are available)?

Any proposed new title must meet with the approval of the EIC and also pass muster fiscally in a P & L analysis and fit into our overall publishing strategy. So an editor can champion any project that he thinks has merit, but not every project that is so championed will wind up being produced.
