In addition to Namor's only having the Phoenix Force for the least amount of time, his mutant powers are... the little wings on his feet, as I recall, and nothing else. Everything else is because of being an Atlantean, isn't it? As opposed to all the others whose mutant powers are much more central to everything they do.
This is true–though you could make the case that his other physical traits might have been caused by mutation as well, or enhanced by it.
