Hi tom. It seems a little weird to me that havok is the leader in Uncanny avengers, but cap is the leader of the avengers. If he does nor agree with Havok can't he like pull rank and dismiss his orders?
The Avengers aren’t the military, so there isn’t such a formalized chain of command–the chairman of the Avengers is typically voted in and agreed-upon (or is a rotating position as it’s been on occasion), and the membership in essence agrees to follow their lead. So even if Cap were just Cap, by his very nature and his very presence, he’s going to tend to pull loyalty and command away from anybody who’s in that spot.
