Why did the writer go through the trouble of introducing all the founding members of the West Coast Avengers who didn't already exist in the Ultimate Universe, only to use Quake instead of introducing Mockingbird?

Because the intention was never to only use former West Coast Avengers, it was to use characters that the writer wanted to use.
