I've always wondered. How does SHIELD interact with the Government? Are they overseen by the US? The UN? Some other in universe government organization? Do they operate like the FBI or DHS? Do SHIELD agents like Coulson or Hill hold military ranks? Same idea for Sword? Also what could I read to learn more about SHIELD/SWORD?
SECRET AVENGERS right now covers a lot of this territory, as did SECRET WARRIORS before it.
