No just cause to kill Bill in that instance even if he was resisting. While in violation of federal law the punishment is not execution without a trial. That alone would need a serious look at. At the very least Tony and Reed are culpable (manslaughter/2ndegree murder) in Bill's death but I'd much rather the new Goliath get them.
I understand that this is a scene that puts some people on edge, but if you look at it rationally, I don’t think that what you’re saying really holds water. Goliath was a Federal fugitive. At the time of his death, he had grown to giant-size and was charging at the Thor clone bellowing threats.
This is pretty clearly a self-defense situation, and even though the force used to halt Goliath might well be considered extreme (it’s kind of difficult to measure that kind of thing, though, when you’re talking about characters that can lift buildings and crash through walls) given the circumstances I don’t believe any court in the land would find this anything other than a “good shoot.”
