Are Tony and Reed ever going to be punished for their part in Bill Foster's death?

I wouldn’t think so. Bill Foster got killed by the Thor cyborg while in violation of Federal law, and in the process of resisting arrest from deputized agents of the government. I expect that any trial would rule that it was a “good shoot”–and in any case, neither Reed nor Tony was the one that actually fired the shot.
