Yes, but that event is within the 13 year sliding timescale. The span that’s the problem is the distance between World War II and Magneto’s first appearance in X-MEN #1. If he was, let’s say, 16 in 1945 when the camps were liberated, that would make him at least 70 yeas old when he first fought the X-Men. Doesn’t really work.
