Sorry, but I think you’re selecting certain things which seem to support your case, but ignoring anything that doesn’t. There were other books that weren’t renumbered and relaunched–JIM and RED SHE-HULK were more promoted than a lot of them, in fact. And the Black Widow had a failed series relatively recently, around the time of IRON MAN 2, so it didn’t seem likely that another one would be likely to work in that small a window. And there have been plenty of BLACK WIDOW limited series over the years–I’ve got sales data going back at least fifteen years at my fingertips on that character in a solo context. At some point, it’s likely that we’ll take another crack at doing a WIDOW project–but that close to the previous series, it didn’t make sense.

Marvel isn't very good at promoting their female-led books. There are also unfortunate implications with Journey into Mystery and Red She-Hulk not being renumbered or promoted when the writers and main characters changed, while others were. And people have been asking for a Black Widow book for quite a while, but there hasn't even been a limited series to test the waters.
