How much say do the writers of team books have in who's on their team? Do they ever get stuck writing a character who's been mandated as a team member, but who they're not enthusiastic about?

Most writers tend to have a lot of say about who is on their team, but I’m sure that what you’re talking about occurs from time to time, because the writers don’t have absolute say over who they might want to use (since there are other writers and other books that must be given consideration as well.)
