Do the writers of serial tv shows like Lost or Game of Thrones or Grey's Anatomy get to decide what characters they feel are interesting or should be in the story? Do they get to say, "Hey, I don't like this character I don't think I'll include her in the episodes I write?"

    This is a little bit different than the examples that you cite, though–it’s closer to doing a story in which the casts of Lost and Game of Thrones and Grey’s Anatomy all come together for a big caper–maybe the plane has crashed in Westeros and the Grey team needs to patch up the wounded or something. In that scenario, you’re likely going to see both the writers and the viewers gravitate towards the biggest and most popular characters from each show, wanting to see those guys interact. And you as an individual viewer may feel like it would be critical for The Mountain to be at the center of the story based on its premise (because of his expertise with aircraft), but I tend to think that Tyrion and Jon Crow and Arya and so forth are going to get most of the material.
