I read somewhere that Fear Itself and Secret Invasion were originally going to be smaller more contained stories, before becoming the company wide events that they were. Have there ever been any stories that started out as summer blockbusters before becoming contained to one or two series?

Not really. If you start out building something on that scale, it’s not really easy to compress it back down again.
