OK. KW doesn't want an explosion of Mutants in MU but even if they numbered in the millions in a world with 7 billion. Mutants would still mathematically speaking would still be "minorities "

I’m not really speaking in terms of the mathematics of the world so much as the mathematics of the books and the stories. If every other character you come across is a mutant, then they don’t play as a minority.
