"That’s what makes it magic." Man, nobody gives a copout answer like you do, Tom. The magic systems in Harry Potter, Lord of the Rings and, I'd imagine, any magic-based fiction you can think of all have rules. You're just making excuses for your own sloppy editing--as usual.
