Fan opinion is always taken into consideration. But fan opinion is wide and varied. Just try to get ten fans to agree on anything–it can’t be done, because our fans have as wide a range of tastes as anybody. Whenever somebody asks this question, the subtext is typically, “Is MY opinion ever taken into consideration”–and yes, it is, but not to a greater or lesser extent than the fan standing next to you.
