Why does Marvel seem to not want to announce mini-series anymore? the last 3 (Cage!, Unworthy Thor, and now RL Stine's Man Thing), are announced as new books, and then revealed as minis later. Is there some fear that people will ignore a mini?

Probably because people tend to ignore minis.
But again–you’re talking to the wrong guy…I do miniseries all the time. Tons of Deadpool minis and Star Wars minis in the last few years.
We’ve been pretty clear for close to a decade that CAGE! was a limited series, I think.
