No. You want to have some synergy, surely, but you also need each property in each different medium to be able to do what it does best in the way that it works best for that medium. Also, trying to achieve perfect synergy between, for example, a film series that tells a single Captain America story every three years or so and a comic book line that tells multiple Captain America stories every month is going to prove impossible.
