Going back to Jane Foster as Thor I found the reveal very predictable likewise with the Ross' as the Red Hulks. By the same token they were predictable because they made sense in those roles. Was there ever any talk of having someone more surprising like an established character outside of Thor or to be the Red Hulk?

It wasn’t so predictable in either case that people knew who it was before the reveal happened. Sure, there were some readers who guessed, but even most of those readers weren’t sure, and typically included those characters in lists of a half-dozen possibilities.
No, in neither case was anybody else chosen, because in both cases, this was the specific story we were telling in each case. In neither instance did it begin with “Let’s bring in a new Hulk/Thor”–it began with the characters in question.
