Why do the Turok comic rights keep changing hands? Moreover, wouldn't it be better if Dreamworks would sell the Gold Key character rights to Valiant since they were the only company who could make these characters sell?

I can’t really answer your first question, but to your second: if Turok is a property that has some value to it, why should they sell it? You’re also assuming that valiant would be interested in buying it, and that a value and a price could be agreed-upon between the two parties, which isn’t necessarily the case.
