Does Marvel own the rights to Night Thrasher and his brother or are they under the Fox banner cause they're mutants?

People seem to be confused about this, or else not choosing their words correctly. Marvel owns the rights to all of the Marvel characters, including the ones who have films being made at Fox and elsewhere.
As for your specific question, sorry, but I can’t get into the details of our assorted contracts as to who-has-optioned-what.
