Well, first off, he wasn’t a founding member–he wasn’t around for the formation of that team. And the real reason is that, for years, Stan Lee had a decree that he would be the only person to write the Silver Surfer, and so every appearance needed to get Stan’s permission before it could go ahead–and Stan didn’t want him used regularly in DEFENDERS.
