If a writer leaves a title, or perhaps an event brings a certain series to a an end, would the succeeding writer be allowed to continue the story the previous writer was telling? Assuming the previous one wasn't able to completely tell his vision

I’m not sure precisely what sort of situation you’re referring to here. But sure, as long as the editor agrees with it, an incumbent writer can do anything and pick up on anything that had gone before.
