if Richard Rider was replaced because he couldn't support his own series, why haven't you replaced Elektra, Storm, or the other characters with short-lived solo titles?

Because not all characters are the same. This is like asking why all of the super heroes don’t have Iron Man armor–because they’re not Iron Man!
