It was a licensing deal done with the NFL to create a crossover character for them, one who could theoretically be merchandised in their stadiums and in sports venues. As I recall, Bob Budiansky wrote up the initial character bible (later expanded on and fleshed out extensively by Fabian Nicieza), Ron Frenz designed the costume, and I devised the color scheme.
