If Fox's X-Men movies stop making enough money to make it worthwhile some time in the future, do you think they would still push out an X-Men movie made for cheap every now and then just to keep the license?

I don’t think it’s especially likely that X-MEN movies will stop being profitable. But if they did somehow become so, yes, I expect that Fox would do what they needed to do in order to maintain their option.
