Yes, Neil consulted on all of those story choices. At this point, it’s been long enough that I don’t completely recall who came up with which bit at which time (though I seem to think Mark Paniccia was the one who first said Angela could be Thor’s sister). But I do know that Joe Quesada put in a lot of work on working out that backstory and really took point on assembling everybody’s ideas into a working bible for the character–integrating ideas that came from Neil, Brian Bendis, the editorial staff, and everyone else.
