Is there a policy against editor's notes pointing to other issues, or do they just get forgotten? 2 recent examples: Had to look online to find out New Avengers 33 was before Avengers 44, and read Black Widow #9 months after Punisher #9, not realising they were 2 sides of a shared story.

Well, I’ll tell you for certain that Avengers #44 tells you to read New Avengers #33 first, so it could just be that you’re overlooking some of those notes.
