Can you transplant the X-gene? Like could Bobby Drake's X-gene be transplanted (through gene therapy) to another person to give him/her the Iceman powers?

No, it’s not like a spleen, it’s a part of his genetic code that’s manifest throughout his DNA. So you can extract genetic material and potentially use it to recreate his abilities in others, such as through the use of Mutant Growth Hormone. But you couldn’t transplant enough material to permanently give somebody else his abilities.
