Why do you think that until recently Sam Wilson was shoved aside? After Johns' run ended, Falcon kind of faded into the background, he was barely a presence in HoM or Civil War, never showed up in New Avengers and the only book he showed up in was Brubaker's Captain America, he wasn't a major player anywhere else. I'm not complaining like that butt-hurt Scarlet Witch fan, I'm merely asking why you think writers weren't interested in using him for a while and why that changed.

I think that the Falcon is very closely associated with the CAPTAIN AMERICA series, so that’s where most people would expect to see him. In terms of the Avengers, he hasn’t been a member of long standing–apart from Geoff’s run, he really only served one previous time back in the late 1970s (and then at the behest of the government.) So it’s likely that most creators didn’t think about the Falcon in that context all that much. All that said, he was also the co-headliner of the CAPTAIN AMERICA AND THE FALCON series that Priest wrote during that period, among other things.
