Surely the answer to "why start over with Hawkeye just because there's a new creative team" is because it lets you get that book rolling without waiting for the previous volume to finish? (Also the same reason it's now All-New Hawkeye).

Maybe, but it’s not as though we’ve never released issues out of sequence before. if ALL-NEW HAWKEYE #1 had been intended to be HAWKEYE #23, we likely would have gone ahead and put it out, and just filled in #22 when it was ready to roll.
